Territory Without Municipal Organization (TWOMO) Election: 2022

The TBDSSAB Board of Directors is made up of members of council from the 15 municipalities in the District of Thunder Bay, with one seat reserved for a representative of the Territory Without Municipal Organization (TWOMO). TBDSSAB is responsible for administering the TWOMO Election for The District of Thunder Bay alongside the municipal election. This year’s municipal and TWOMO elections will be held on October 24, 2022.

Results

The election was done by mail-in vote, with 761 eligible ballots received. Ballots were tabulated on October 24, 2022, with Kathleen Lynch elected to serve a four-year term on the TBDSSAB Board beginning January 1, 2023.

Edward Bons is a graduate of Lakehead University’s Forestry program and has spent his adult life and career as a resident of Northwestern Ontario. He has been a career civil servant servicing the Northwest, specifically in Forestry, Aviation and Fire Management, culminating his career as the District Manager of the Ministry of Environment (NWO). He holds the current position as President for the non-profit, Mountain Bay Recreation Association in Wiggins Township. During his extensive career, Ed engaged with significant stakeholders and built partnerships addressing the diverse needs of our area. For NWO communities, these initiatives provided educational opportunities, built careers with the intent of improving quality of life, established security, all while supporting the needs of the north. During the water quality crisis precipitated by “Walkerton”, as District Manager, Ed’s focus was on the provincial solution to drinking water quality which had to be effectively implemented in Organized and especially, Unorganized Municipalities. Ed Bons knows the issues of the area, he has worked hand in hand with various stakeholders from community members to government officials, and he has proven his commitment time and time again to improve the Social Service structure of our area.
Kathleen Lynch

Kathleen was born and raised in Thunder Bay. Having spent her entire career in Thunder Bay serving northwestern Ontario, she understands the unique needs of the region, particularly social services.

She has more than 39 years of progressive leadership experience in health care, human services and education. She rejoined Confederation College as President in 2018 after having been the Vice President of Rehabilitative Care at St. Joseph’s Care Group for 5 years. Prior to this, she spent 14 years working for Confederation College as a faculty member and ultimately as Dean of the School of Health, Negahneewin and Community Services. She also had roles with the Ministry of Health and Long-Term Care, The Canadian Hearing Society and Wesway during her career.

Kathleen is a member of the audit committee of the College Employer Council and the School College Work Initiative committee. Her family was a respite foster care provider for The Children’s Aid Society of Thunder Bay for 20 years. She was President of Magnus Theatre for a number of years.
She holds an Honours Bachelor of Social Work degree from Lakehead University and a Master of Social Work degree from the University of Toronto, specializing in social policy and administration.

Kurt Pristanski

Kurt Pristanski was born and raised in the Nipigon area. After finishing high school he went away for 4 years to Hamilton Ontario and graduated at McMaster University.

Kurt began his career working 5 years for the Bank of Commerce at branches in Thunder Bay and Dryden. He then returned to his home town to work as the Director of Finance at the Nipigon District Memorial Hospital for 4 years. This was followed by 6 years as CEO at Atikokan General Hospital, 12 years as CEO at Glengarry Memorial Hospital and 10 years as CEO at Geraldton District Hospital.
In each of these rural communities, Kurt was active in many social clubs, sports clubs and health boards such as:
Atikokan Kiwanis Club,
Alexandria Lions Club (President for 3 years),
St Lawrence and Ottawa Valleys Pony Club,
Geraldton Curling Club (Vice-President for 3 years),
Nipigon Curling Club (currently Vice-president),
Glengarry Community Living (Board Chair for 2 years),
Greenstone Family Health Team,
North of Superior Counselling Programs (Board Chair for 2 years).

Overall, Kurt has a wealth of knowledge and experience both reporting to and volunteering on Boards. He looks forward to being an active member of the District of Thunder Bay Social Services Administration Board.

Kurt is currently retired and living with his wife in Lahontan township near Rossport Ontario.

The Nomination Process

If you wish to run in the TWOMO election, the deadline for filing your Nomination Papers is Friday, August 19, 2022 at 2:00 p.m.

An elector must be:

  • a Canadian citizen;
  • at least 18 years old; and
  • residing in the Territory Without Municipal Organization or an owner or tenant of land there, or the spouse of such owner or tenant

Along with your Nomination Papers the following is required:

  • $100.00 filing fee – will be refunded following the election.
  • A copy of your Identification verifying your name and qualifying address. A copy of your Driver’s License and Tax Bill for the appropriate property as an example.  Attached is correspondence with a list of the documents that verify both your name and qualifying address (in the TWOMO area).
  • Confirmation that the Nominee is not disqualified from seeking to represent TWOMO. Please review the information contained in the letter to verify you are eligible to represent TWOMO.

In order for any Nomination Papers to be approved, the form and all accompany documents and filing fee must be received by Friday, August 19, 2022 at 2:00 p.m.

Qualifications of Members Elected to Represent Territories Without Municipal Organization

The Regulation made under the DSSAB Act outlines the qualifications of members and the term of office.

Section 3.1(2) of the Regulation provides that:

“A member of a board … who represents a territory without municipal organization shall be a Canadian citizen who is at least 18 years of age, and

  • a permanent resident of the territory without municipal organization*;
  • an owner or tenant of property in the territory without municipal organization; or
  • the spouse of an owner or tenant of property in the territory without municipal organization.”

Those disqualified from seeking to represent TWOMO include:

  • An employee of the DSSAB.
  • Except during a leave of absence under Section 30 of the Municipal Elections Act, 1996, an employee of a municipality within the DSSAB service area and as defined in the Municipal Affairs Act, 1990. An employee must be on leave as of the day they are nominated. If elected to office, the employee is deemed to have resigned from employment.
  • A judge of any court.
  • A member of the Assembly (Ontario Legislature).
  • A member of the House of Commons.
  • A member of the Senate.
  • Anyone who holds one or more office(s), election of which is governed by the Municipal Elections Act, 1996 and/or the District Social Services Administration Boards Act.
  • A Crown Employee within the meaning of the Public Service Act who is a Deputy Minister or who is in a position or classification designated in the regulations made under that Act for the purposes of Section 11 thereof.
  • A person who is serving a sentence of imprisonment in a penal or correctional institution, including a sentence being served in the evenings or on weekends.
  • A corporation.
  • A person who was convicted of the corrupt practice described in Subsection 90(3) of the Municipal Elections Act, 1996 if Voting Day in the current election is less than four years after Voting Day in the election in respect of which he or she was convicted.
  • A person who was convicted of the corrupt practice described in Subsection 91(1) of the Municipal Elections Act, 1996 if Voting Day in the current election is less than six years after Voting Day in the election in respect of which he or she was convicted.
  • A person disqualified for violations of financial requirements or violations of requirements for filing financial information.
  • Otherwise ineligible or disqualified under the Municipal Act, 2001 or any other Act.

The District Social Services Administration Board (DSSAB) Act and its regulation provide for the DSSABs structure, board member qualifications, chairs of boards, and term of office of members. The regulation also identifies the number of members for each Board, the areas they represent and the manner of their appointment.

While DSSAB members representing municipal jurisdictions within the District are appointed by the municipal councils of those municipalities, DSSAB members representing areas within Territories Without Municipal Organization (TWOMO) are selected by qualified electors of that territory through an election for a four year term.

TWOMO includes any area in the District of Thunder Bay that is in between incorporated municipalities and that is not a First Nations community.

Voter Lookup

The Municipal Property Assessment Corporation (MPAC) is responsible for collecting the information of residents in Ontario (name, date of birth, citizenship and school support) in order to create a Preliminary List of Electors for municipal and school board elections.

Municipalities will use the Preliminary List of Electors to prepare their Voters Lists for the 2022 Municipal, TWOMO and School Board Elections. One of the ways MPAC collects this information is through voterlookup.ca. Here, Ontarians can add their name and the names of other members of their household to a secure database and confirm or update their information.

This helps ensure that each municipality has the most accurate information possible for the 2022 Municipal and School Board Elections. Take a few minutes to verify your information at voterlookup.ca and encourage your friends and family to do the same. Please note, that beyond September 9th, 2022, any changes made in Voter Lookup may not be applied to this election season, however, it will be helpful for the next.

Frequently Asked Questions

The District of Thunder Bay Social Services Administration Board (TBDSSAB) consists of 14 Board Members. 13 Board Members representing municipal jurisdictions within the District are appointed by their municipal councils, while the one TBDSSAB member representing areas within TWOMO is selected by qualified electors of that territory through an election for a four year term.

All DSSABs in Ontario are responsible for administering the TWOMO elections. TBDSSAB is holding the election to select one member who will represent the TWOMO for Area seven (7) to TBDSSAB.

Elections in TWOMOs are held the same day that municipal elections are held. This year’s municipal and TWOMO elections will be held on October 24, 2022.

A qualified Elector must be:

  • a Canadian citizen; at least 18 years old; and
  • residing in the TWOMO or an owner or tenant of land there, or the spouse of
    such owner or tenant.

To verify if you are a qualified elector, please contact The District of Thunder Bay Social Services Administration Board (TBDSSAB) at (807) 766-2106 or visit the Elections Ontario Voter Lookup: www.VoterLookup.ca

If you are qualified to vote and are not on the voters list, you should attend in person at the TBDSSAB Main Office, 231 May Street South, Thunder Bay, ON. You will be required to complete an application in person, and provide proof of identity and residence.

Voting will be conducted by means of mail-in voting. A Vote By Mail Kit will be mailed to the elector’s address as shown on the Voters’ List. You may also hand deliver your completed ballot to The District of Thunder Bay Social Services Administration Board office located at 231 South May Street, Thunder Bay Ontario. The ballot box is located in the main reception area.

The Vote By Mail Kit will contain: Voting Instruction and Declaration Sheet; Ballot; Ballot Secrecy Envelope; Return Envelope with prepaid postage.

If a qualified elector does not receive their Vote By Mail Kit by October 1, 2022, or if it is lost or destroyed, a new Kit may be issued by attending in person at the TBDSSAB Main Office, 231 May Street South, Thunder Bay, ON.

The Returning Officer will confirm that the elector is qualified and the elector must complete an Application for Replacement Voter Kit in the presence of the Returning Officer or their designate and produce a legible copy of prescribed identification as stipulated in the Identification Requirements for Voters form.
