Formation of the Board
The District of Thunder Bay Social Services Administration Board (TBDSSAB) was established on April 1, 1999, through the enactment of the District Social Services Administration Board Act.

The Provincial Government of Ontario required the consolidation of Ontario Works, Child Care, and Social Housing in the Province of Ontario from 210 delivery agents to 47 agents. In the North, the Government formed district social services administration boards, while in the South, consolidated municipal service managers were formed.
The TBDSSAB - one of the 47 delivery agents - was established through default provision to deliver social services in the territorial district of Thunder Bay.
The Board is responsible for the delivery of Ontario Works, Community Child Care and Social Housing.
